As per a study by Kearney, Romania has ascended to the 10th position in Europe and the 30th worldwide as a desirable location for offshore services, a slight elevation since 2021. While the nation presents financial advantages due to lower labor costs and a labor force with digital competencies, it trails behind neighboring countries in terms of digital advancements and the business landscape.
The analysis evaluated 78 countries across four areas: financial appeal, workforce skills and availability, business environment, and digitization. In Eastern Europe, Poland, Hungary, the Czech Republic, and Romania improved their rankings, with Bulgaria maintaining its position in the European Top 10. Countries’ attractiveness grew due to business environment, digital advancement, and talent migration from Ukraine.
